WORLD : Ortega Takes Aid Plea to Germany

Nicaraguan President Daniel Ortega brought his plea for aid to West Germany today, but Chancellor Helmut Kohl said the Sandinista government must fulfill its reform promises before getting any money from Bonn.

Kohl laid down the terms for economic aid in a statement issued after his meeting with Ortega, who is nearing the end of a 10-nation European tour to generate economic and political support for his left-wing government.

Kohl said West German aid to Nicaragua would be resumed after the Sandinista government has fully honored a 1987 pact signed by five Central American leaders for peace in the embattled region. West Germany froze aid worth $21.2 million to Nicaragua in 1982.
