Appointed Adele M. Bloom of Los Angeles as a member of the state advisory committee for Suppression of Drug Abuse in Schools. Bloom, a 51-year-old Republican, replaces Walter P. Driver of Citrus Heights. The position pays expenses and does not require Senate confirmation. Assembly Floor Action: Auto Insurance: Sent to the Senate by a 60-1 vote a bill (AB 103) by Assemblyman Lloyd Connelly (D-Sacramento) to prohibit auto insurance agents from accepting kickbacks from motor vehicle repair shops in exchange for business referrals. Committee Action: Auto Parts: The Governmental Efficiency and Consumer Protection Committee approved a bill (AB 1120) by Assemblyman Rusty Areias (D-Los Banos) to require state regulation of non-mechanical auto repair parts to help prevent consumer fraud. A 6-0 vote sent the bill to the Ways and Means Committee. Liquor Licenses: The Public Safety Committee approved a bill (AB 1450) by Assemblyman Richard Katz (D-Sylmar) that would let law enforcement officers seize liquor licenses of liquor store and bar owners who sell illegal drugs or allow them to be sold on the premises. A 6-0 vote sent the bill to the Ways and Means Committee. Lotto: The Governmental Organization Committee approved a bill (AB 429) by Assemblyman Gwen Moore (D-Los Angeles) to require that unclaimed lotto prizes revert to the lottery’s school support fund instead of the prize fund. A 16-0 vote sent the bill to the Ways and Means Committee. Hazardous Wastes: The Environmental Safety Committee approved a bill (AB 1488) by Katz calling for the seizure of trucks used in the illegal dumping of hazardous wastes. An 8-1 vote sent the bill to the Ways and Means Committee. Health Insurance: The Finance and Insurance Committee approved a bill (AB 350) by Assembly Speaker Willie Brown (D-San Francisco) to require employers with five or more workers to provide minimal health-care insurance coverage. The proposed effective date is Jan. 1, 1993, to give Congress time to come up with a national health insurance plan. An 11-3 vote sent the bill to the Ways and Means Committee. Amnesty: The Ways and Means Committee approved a bill (SB 109) by Sen. Art Torres (D-Los Angeles) to appropriate an additional $50 million to continue English and civics classes for those persons seeking citizenship under the 1986 amnesty program. A 21-0 vote sent the bill to the Assembly floor. Senate Committee Action: Restaurant Smoking: The Health Committee rejected by a 2-1 vote a bill (SB 1418) by Sen. Daniel Boatwright (D-Concord) to outlaw restaurant smoking except in separate enclosed areas with independent ventilation systems. It would have meant that nonsmoking areas would be completely clear of smoke. Board of Equalization: The Governmental Organization Committee approved a bill (SB 438) by Sen. Quentin L. Kopp (I-San Francisco) to prohibit members of the State Board of Equalization from participating in a board decision if they have received a political contribution of $250 or more from any party affected by the decision within the previous year. A 7-1 vote sent the bill to the Appropriations Committee. ALRB Appointment: The Rules Committee recommended confirmation of Gov. George Deukmejian’s appointment of former Sen. Jim Ellis (R-San Diego) to the state Agricultural Labor Relations Board. A 5-0 vote sent the nomination to the Senate floor.
