WORLD : Soviet Threat to Retain Missiles Hit

The State Department today denounced as “outlandish” a Soviet threat to consider retaining some nuclear missiles outlawed in a 1987 treaty if NATO proceeded with a program to upgrade short-range weapons.

A department spokesman, Richard Boucher, also dismissed reports that the United States was working out a compromise with West Germany, which opposes the modernization program for the 88 Lance launchers and their 700 or so missiles.

“I don’t see any sort of compromise shaping up, but we are certainly continuing discussions,” the U.S. official said.
