Gunmen kidnaped four West Germans in the southern Lebanese port city of Sidon today--three of them for the second time this month, witnesses and security sources said.

They said 10 unidentified gunmen seized Henrich Struebig, 48, Petra Schnitzler, 26, Marcus Quint, 24, and a fourth colleague from the West German Asme Humanitas Relief Agency as they drove through Sidon.

Struebig, Schnitzler and Quint were abducted in Sidon on May 4. Struebig and Schnitzler were freed the next day and Quint was released Sunday. The witnesses said the gunmen, driving in three cars, chased the car in which the West Germans were driving and fired in the air to force them to stop.

The West Germans were seized the day before a Frankfurt court is to pass judgment on Mohammed Ali Hammadi, a Lebanese Shiite Muslim accused of murdering an American passenger during the hijacking of a TWA airliner in 1985.
