NATION : Seattle Slow-Growth Measure OKd
An initiative to slow downtown growth passed easily, surprising both supporters and opponents and leaving backers of the measure ecstatic.
“We have won on the first try, which I think is remarkable,” said Ted Inkley, chairman of the campaign for the Citizens Alternative Plan.
Initiative 31, known as CAP for Citizens Alternative Plan, won 62% approval at the polls Tuesday. With 98% of precincts reporting, the vote was 42,007 to 25,958. A simple majority was required for passage. The plan would limit the height and density of downtown buildings for the next 10 years while a long-range growth management plan is adopted. It is exempt from City Council amendments for two years.
