West Hollywood : Landscape Architect Hired

The City Council voted 3 to 2 to hire a landscape architect to design park facilities for the city’s long-planned civic center.

Emmet L. Wemple & Associates will develop park and recreation facilities for the proposed civic center, which is to be built in West Hollywood Park. Councilmen Steve Schulte, an outspoken opponent of the plan, and Paul Koretz, asked the council to delay construction plans until the fate of a prospective ballot initiative is determined. A citizens group that is opposed to building the center in the park has gathered enough signatures to place the issue on the April, 1990, ballot, but city officials have hinted that they might challenge the legality of the initiative.

The city has budgeted $1.5 million this fiscal year for the civic center and has hired architects, engineers and design consultants to oversee the project. Construction of a parking structure is expected to begin in January.

Schulte has criticized the council for trying to rush the project in spite of public opposition.
