Bonn Flexibility on Arms Talks Seen

WASHINGTON —
Secretary of State James A. Baker III met Thursday with West German Defense Minister Gerhard Stoltenberg, who carried new proposals designed to avoid an allied clash over short-range nuclear weapons at the upcoming NATO summit.
A diplomatic source familiar with Stoltenberg’s proposals confirmed that the West Germans are prepared to be more flexible on the question of U.S.-Soviet negotiations over the weapons, but no specifics were given.
