Slum’s Owner Faces 15 Criminal Charges
Criminal charges were filed Monday against a Northridge man whose 25-unit apartment complex in East Los Angeles was named in a recent racketeering lawsuit against a “cartel” of slum property owners in the city, officials said.
Timothy Michael Preis, 39, was charged with 15 violations of health, fire and building and safety codes for conditions at 2616 Idell St., Los Angeles City Atty. James Hahn said.
Prosecutors said the apartments have holes in the walls, cracked and peeling paint, broken windows, exposed electrical wiring and defective plumbing.
