Modesto City School District trustees decided to ban traditional invocations and benedictions at high school graduation ceremonies because of fears that the district could be sued. The district’s counsel warned the board of possible lawsuits in light of a 1987 court decision banning religious prayers at a Livermore school. Assistant Supt. Sharon Rohrke said principals were told that they may substitute a moment of silence.
