Defense Secretary Dick Cheney approved $2.6 million for a District of Columbia plan to increase the role of the National Guard in anti-drug law enforcement efforts in the nation’s capital. Cheney has now approved a total of $27.8 million for plans by 49 states and U.S. territories to increase the use of National Guard troops in civilian law enforcement operations against drug smuggling and trafficking.
