Rep. Donald E. (Buz) Lukens acknowledged having sex with a girl he knew was a minor, a private investigator testified. J.D. Caudill was the final witness called by prosecutors in the trial in Columbus, Ohio, of Lukens on a misdemeanor charge of contributing to the delinquency of a minor. Caudill, hired by Lukens’ former attorney, said the congressman told of the encounter with Rosie Coffman, then 16, when he took a polygraph test Jan. 30.
