Pettepiece has opened not only my eyes, but the eyes of all who have read his words.

Not all who are homeless are derelicts who are lazy and do not wish to work. However, not all the homeless have the talents that Pettepiece possesses.

Does this mean that those less fortunate are damned to a life of hopelessness, never to lift their heads high again?

We have all been put on notice (especially our local agencies) by Pettepiece. He has spelled out a prescription that is not difficult yet urgent to be filled: food, shelter, supervised restrooms and counselors to help the homeless get settled into some kind of work.
