Burbank-based World Title Co. has made two executive promotions: Thomas Hooker has been named senior vice president and manager of its Los Angeles County operations and Doug Howry has been named manager of operations for Orange, San Diego, Riverside and San Bernardino counties. They will be working out of the Burbank and Bakersfield offices, respectively.

Insurers

Daniel E. Powell, president of CitiPacific Real Estate Services in West Los Angeles, has been appointed to the California State Senate’s Advisory Commission of Real Property Insurance. The commission is to aid the Senate committee on insurance, claims and corporations, and to help draft legislation when appropriate.

Real Estate Lawyers

Robert A. Kendall has joined the firm of Floyd Sayer Associates, located in Los Angeles. The firm specializes in real estate and construction law.

Interior Designers

Stephen Gardner was named an associate with Sanchez/Kamps Associates, an interior planning and graphic design firm in Pasadena. Gardner joined the company in 1983.

Consultants

The mechanical systems consulting firm of Ludovise & Associates has promoted Robert Scott to vice president. The Newport Beach-based company’s experience is in commercial, industrial and institutional developments. Scott will supervise all its projects and internal systems administration, plus its new business development.

Kotin, Regan & Mouchly Inc., a national real estate consulting firm located in Brentwood, has appointed Thomas R. Jirovsky vice president and chief financial officer. Jirovsky specializes in financial planning and design and development of computerized financial models for the company’s public and private clients.

Accountants

David W. Robinson has joined the Westside accounting firm of Lam & Isaac as a principal. The firm provides a full range of tax and accounting services to the real estate industry. Robinson, with 12 years of public accounting experience, will be active in all areas.

Architects

Kenneth R. Long has been appointed senior associate of Altoon & Porter Architects. Long will be responsible for all phases of a project from conceptual planning and design through construction documents. He will also be involved with client relations and business development aspects of the Los Angeles firm.

Douglas H. Austin, president of San Diego-based Austin Hansen Fehlman Group, has been selected to chair the Dean’s Advisory Council for the School of Architecture and Environmental Design at San Luis Obispo’s California Polytechnic University. The council advises the faculty on course curriculum, scholarship programs and resource opportunities.

Widom Wein Cohen has made two appointments: Jorge Sciupac as director of architecture, managing the company’s mixed-use development projects, as well as monitoring its technical product; and, Lisa Pound as executive director, overseeing office staffing and business/financial planning. The company, located in Santa Monica, offers architecture, interior design and planning services to developer, health care and corporate clients.

Wallace D. Palmer has joined Kober Rippon Associates of Los Angeles as director of business development. The more than 50-year-old firm specializes in hotels/resorts, retail, offices, educational facilities and industrial building projects in the United States and abroad.

Robinson/Takahashi/Katz & Associates has promoted Ben Davis, Dwight Clements, Mandana Motahari and William So to project managers. The architectural firm, located in Los Angeles, focuses on health care, commercial and industrial design.

Civil Engineers

Susan L. Bok has joined the governmental relations group of Psomas & Associates as a senior planner. The firm, founded in 1946 by George Psomas, is an independent civil engineering company with headquarters in Santa Monica and offices in Costa Mesa, Riverside and Sacramento.

Developers/Builders

Thomas E. Heggi has been named president of Watt Southern California, a new Tustin-based residential subsidiary of Watt Enterprises established to build single-family detached housing for move-up markets in Orange, Riverside and San Bernadino counties.

EastLake Development Co. has promoted Katy Wright to project manager. She will assist in processing entitlements and implementing plans for EastLake III, a master-planned community in Chula Vista. The firm is based in San Diego.
