The Stockholm Metropolitan Council decided to charge motorists $45 per month to drive within city limits beginning next year as part of a radical program to fight air pollution in the Swedish capital. The plan, aimed at encouraging commuters to use public transportation, includes provisions for a driver’s license to be valid as a monthly pass for all trains and buses in the Stockholm area, a council spokesman said. The revenue will be used to improve public transportation. Residents of central Stockholm already pay $275 a year to park their cars.
