Senate Floor Action: Street Crime: Passed and sent to the Assembly on a 26-7 vote a bill (SB 1009) by Sen. Diane Watson (D-Los Angeles) to set up a state income tax refund checkoff system to permit taxpayers to voluntarily contribute $1 or more to street crime abatement programs. Automobile Radio Noise: Passed and sent to the Assembly on a 25-9 vote a bill (SB 1130) by Sen. Cecil N. Green (D-Norwalk) to prohibit drivers of motor vehicles from allowing radio sound systems to be heard more than 25 feet away when driving on a public road. Herschel Rosenthal (D-Los Angeles) to require used car dealers to inform prospective purchasers if the vehicle they want to buy was returned due to a defect or the dealer’s inability to conform to warranty terms. Leroy Greene (D-Carmichael) to allow counties to impose a half-cent sales tax for school construction and other infrastructure improvements if the voters agree to such a move. Deddeh (D-Bonita) to authorize the California Youth Authority to launch a pilot program in several juvenile detention facilities to provide inmates with peer anti-gang counseling. Green (D-Norwalk) to require the state Judicial Council to set up a program to keep judges up to date on gang-related laws to facilitate effective punishment and deter gang-related offenses. Teacher Assistants: Passed and sent to the Assembly on a 24-10 vote a bill (SB 156) by Sen. Leroy Greene (D-Carmichael) to require the community colleges to establish a two-year degree program for teacher assistants to serve in public school grades 1 to 6.
