South African and U.N. officials said they have reached a tentative agreement to scrap discriminatory laws in Namibia and clear the way for more than 40,000 Namibian refugees to begin returning home. Officials said Pretoria has agreed to abolish the discriminatory laws in Namibia, end detentions without trial and provide amnesty for black nationalist guerrillas who have fought for 23 years to oust South Africa from the mineral-rich territory. Returning refugees, most of whom are in Angola and Zambia, could start returning home next week, officials said. Included will be members of the South-West Africa People’s Organization, which is widely favored to win elections in November.
