SMALL, MAYBE, BUT also glorious. Another in a seemingly endless array of English garden books (Rose is the garden writer for the London Sunday Times), “The Planner” focuses mostly on tiny, enclosed yards transformed into private Edens, with each garden shown in photos and lovely pastel plan drawings. Most of the gardens are outdoor rooms with seats and tables and many plants; space may be limited, but imagination is not. This is a most useful wish book, especially if your garden is a 4-foot-square patch near the garbage cans. ($19.95)
