A four-member mission from the Organization of American States arrived in Panama for its second attempt at mediating a month-old election crisis. The OAS delegation, composed of Secretary General Joao Baena Soares and the foreign ministers of Ecuador, Guatemala and Trinidad and Tobago, failed on its trip in May to negotiate an end to the crisis, touched off when the government of strongman Manuel A. Noriega annulled the May 7 presidential election.
