Spurning an Egyptian offer to mediate with the Palestine Liberation Organization to end the uprising in the occupied territories, Israeli Foreign Minister Moshe Arens declared that “anything which enhances the image of the PLO is not a positive development in the peace process. There is no need for mediation.” Arens instead promoted the Israeli peace plan, which proposes direct negotiations with non-PLO representatives elected by Palestinians in the occupied West Bank and Gaza Strip. The Egyptian offer was made by Butros Butros Ghali, deputy foreign minister, who brought the proposal from Egyptian President Hosni Mubarak to Israeli Prime Minister Yitzhak Shamir.
