A former aide to Panamanian strongman Manuel A. Noriega has testified that Noriega passed $500,000 to a political opponent of President Oscar Arias Sanchez of Costa Rica, a spokesman for Sen. John Kerry (D-Mass) confirmed. Richard McCall said a deposition provided this month to Kerry’s subcommittee on terrorism, narcotics and international operations accused Noriega of contributing the money to the campaign of Rafael Angel Calderon. Calderon said the former Noriega aide who provided the deposition, Jose Blandon, was trying to discredit his presidential candidacy.
