Richard Schultz, the National Collegiate Athletic Assn. executive director, says he favors giving additional aid to student-athletes provided it wouldn’t come in the form of an across-the-board payment.

Schultz said needy student-athletes should be able to get spending money like any other student, but he adds that any set stipend would create more problems and wouldn’t stop continued cheating by some athletic programs.
