Tanzania Heavy With ‘Ghosts’ on Payroll

DAR ES SALAAM, Tanzania —
Tanzania’s government said it is haunted by more than 20,000 “ghost” workers--civil servants who do not exist except on the payroll.
A number of non-ghost workers are suspected of drawing more than one salary, Minister of State Fatma Said Ali told Parliament last week.
Tanzania has 302,632 civil servants.
