Sri Lankan troops and police will take charge of law and order in northeastern Sri Lanka from Indian troops, who will then be treated as an occupation army, Foreign Minister Rajan Wijeratne said. He said the takeover will occur July 29, the deadline set by President Ranasinghe Premadasa for the pullout of 40,000 Indian troops. India has refused to withdraw them until certain conditions are met, including greater powers for the Tamil government in the Northeastern Province. The Indian troops have been in Sri Lanka for nearly two years to help quell a Tamil insurgency.
