William O’Neal & Co., a Los Angeles-headquartered investment and database company, has promoted Connie K. Cullen, 47, to executive vice president, and H. Donald Drake, 40, to vice president and treasurer. Cullen has served with William O’Neal & Co. in various management positions during the past 23 years, most recently as senior vice president in the firm’s data research division. Drake previously was an assistant vice president in the financial division.
