An international conference in Paris agreed to send a fact-finding mission to Cambodia in what the French foreign minister called “a great first step” toward peace in the Southeast Asian nation. The mission will gather information for an international group to monitor the scheduled withdrawal of Vietnamese troops this fall and a cease-fire. The conference of delegates from 20 nations is trying to halt hostilities between a three-party guerrilla coalition led by Prince Norodom Sihanouk and the pro-Hanoi government in Cambodia--and prevent the return to power of the brutal Khmer Rouge.
