Council Tightens Law on Paper Racks

The San Fernando City Council voted unanimously Monday to strengthen an ordinance prohibiting owners of newspaper street racks from allowing the display of sexually explicit photographs and headlines.

The council added to a previous ordinance a lengthy list of sexual activities to be banned from depiction in photos or headlines visible in news racks.

The ordinance also restricts to eight the number of newspaper racks that can be placed within a 200-foot radius. Under the ordinance, vendors also will be responsible for keeping their racks free of graffiti.

The ordinance provides that racks which violate the ordinance can be impounded and held until the owner pays a $100 fee.
