Afghan President Najibullah outlined a new peace plan and called for an international conference to back the search for a political solution of the 11-year-old Afghanistan conflict. The refined version of an old peace plan, which had been rejected by Afghan rebels and Washington, calls for negotiations with the rebels to form a consultative council, followed by a six-month cease-fire during which the council would set up a broad-based government to draft a constitution and an electoral law.
