Federal Pay Still Lags Private Sector: Federal workers earn an average of 28.6% less than their private sector counterparts, according to the President’s Advisory Committee on Federal Pay. “The bottom line on federal pay is that the gap has become a canyon,” said Martin L. Duggan, the panel’s chairman, in releasing its latest annual report. The report commends “the President and Congress for granting a 3.6% increase to become effective in January, 1990, but the committee believes that an additional 6.4% is needed.” The panel also calls for phasing in further pay increases over a four-year period and making salaries more responsive to labor market conditions.
