Census Could Send Minority to Congress

Los Angeles may gain a minority representative when congressional districts are redrawn after the 1990 census, a process that will provide opportunities for ethnic groups to increase their political clout nationwide, population experts said Thursday.

A report by the nonpartisan Population Reference Bureau predicts that California will gain six to seven congressional seats from the 1990 census, with several of those seats going to minority representatives.

California currently has 45 House seats, seven of which are held by blacks and Latinos. Six of those representatives are from Los Angeles County.

“We think that the redistricting in the 1990s offers a lot of opportunities and a few potential pitfalls,” William P. O’Hare, the report’s principal author, said at a press conference. “Clearly, there’s room for more election of minorities.”
