Panamanian Foreign Minister Jorge Ritter said a provisional government will take over Thursday--inauguration day under the constitution. But the opposition said it will be dictatorship “behind a new facade.” No official announcement has been made of the government’s form or makeup, but most observers expect it to be a junta approved by Gen. Manuel A. Noriega, the military strongman. Acting President Manuel Solis Palma said that “all possible formulas of government” are being evaluated. The opposition, which observers say won an overwhelming victory in the May 7 election that was annulled by the government, said it will not be involved in the new regime.
