Tougher air pollution controls were adopted by Madera County, the eighth and final San Joaquin Valley county to do so. Under rules mandated by the state Air Resources Board, industries such as grain mills, processing plants and oil facilities are required to install equipment to lower emissions. Supervisors in San Joaquin, Merced, Stanislaus, Kings, Tulare, Kern and Fresno counties adopted stringent air pollution rules last month.
