Many pleasure boaters do not understand the dangers of sailing near large commercial ships and are involved in an increasing number of collisions that could have been prevented, shipping industry officials said in San Francisco. The waterways are crowded with water skiers, jet skiers and windsurfers who are risking serious accidents because they do not understand how fast ships travel or other dangers, according to the American Waterways Operators, the national association of representing the tugboat and barge industry
