A Manila court began hearing an $810-million lawsuit against Ferdinand E. Marcos based on the former president’s tax returns. It is the first case against Marcos that has gone to trial in the Philippines since he was ousted three years ago. In all, the government has filed 35 civil suits since 1987 to recover $100 billion that Marcos and 300 associates are accused of stealing during his 24 years in power.
