Salvadoran rebels halted their attacks against electric and telephone installations as a good-will gesture in advance of peace talks with the government. “We call upon our combatants to cease sabotage operations against the energy and telephone services and to abstain from planting mines and explosive traps,” the clandestine rebel-run Radio Venceremos said. According to the broadcast, the partial cease-fire began at midnight local time and is to continue through the end of the scheduled two days of talks, which are to begin Tuesday in Mexico City. Meanwhile, Archbishop Gregorio Rosa Chavez said the Roman Catholic Church had agreed to act as an observer during the talks.
