Pomona : Recycling Survey Approved

The City Council has authorized a survey of residents to find out if they would separate their newspapers, cans and glass from other trash and participate in a curbside recycling program.

Questionnaires will be mailed to residents with their water bills.

Bill George, recycling coordinator for the Sanitation Districts of Los Angeles County, told the council that revenue from recycled materials is seldom high enough to pay for the added costs of collection.

Most cities that have recycling programs charge homeowners an extra 25 cents to $1 a month to cover their costs, he said. The advantages of recycling are resource savings, including the preservation of landfill space, he said.

Councilman C. L. (Clay) Bryant urged the council to move cautiously, saying he would oppose any increase in trash collection rates. He said residents should not be asked just whether they favor recycling, but also whether they are willing to pay an extra fee for recycling.

“If the people don’t want it, we don’t want it,” Bryant said.

But other council members said the state is moving toward a policy of requiring cities to recycle waste, and Pomona may have no choice.
