‘Fine-Tuning’ the Medicare Surtax

Your editorial notes all the good features of the Medicare Catastrophic Health Insurance law of 1988. I could more nearly agree with the editorial if the law was optional--that is if I could buy the insurance or ignore it. When people become eligible for Medicare but not necessarily a beneficiary, they are required to pay the surtax.
In all fairness, and to show another side of this law, I would like to see an editorial discussing the compulsory feature of this law.
