Interest Rates Hold Steady: Interest rates on short-term Treasury securities held steady at the lowest level in several months. The Treasury Department sold $7.2 billion in three-month bills at an average discount rate of 7.64%, the same as last week’s rate. Another $7.2 billion was sold in six-month bills, also at an average discount rate of 7.64%, the same as last week. In a separate report, the Federal Reserve said the average yield for one-year Treasury bills, the most popular index for making changes in adjustable-rate mortgages, fell to 8.07% last week, down from 8.27% the previous week.
