The Garden Grove City Council voted 3 to 1 Monday night to raise water rates for residential, commercial and industrial users. The new rates will go into effect in mid-December.

Council members Robert F. Dinsen, J. Tilman Williams and Francis L. Kessler voted for the measure. Councilman Raymond T. Littrell voted against it, and Mayor W.E. (Walt) Donovan was absent.

The move increases water rates from 50 cents to 66.5 cents per hundred cubic feet. The typical homeowner will see an average monthly water bill of $8.99, up $1.49 from the current average of $7.50 per month.

Under the new rate structure, commercial and industrial users will pay minimum charges averaging about 20% higher across 12 categories of non-residential use. The minimum for residential users will remain at $6 for two months, for 200 cubic feet of water or less, according to Terry E. Lane, Garden Grove water services manager.

The increase, city officials said, is to offset increasing costs of maintaining the water system.
