The Soviet Union proposed that a U.N. conference on the environment scheduled for 1992 be held at the head-of-government level. At a U.N. press conference stressing Moscow’s support for expanding the U.N. peacekeeping role, Soviet Deputy Foreign Minister Vladimir Petrovsky said a high-level meeting would “give a strong push to the practical deeds in the field of environment,” and he added that the conference should adopt some kind of code of environmental behavior. Petrovsky also expressed impatience over the pace of Soviet-U.S. strategic arms talks.
