Lawmakers from throughout Western Europe and the United States convened in Warsaw to open a three-day conference aimed at easing Poland’s transfer to a non-Communist democratic government. Former Vice President Walter F. Mondale and Howard H. Baker Jr., former Senate minority leader and White House chief of staff, led a five-member U.S. delegation. Baker said the presence of lawmakers from Finland, West Germany, Italy, Ireland and Sweden underscored Western interest in recent Polish developments. Poland has had a Solidarity-led government since August.
