Solidarity leader Lech Walesa was invited to address a joint meeting of Congress on Nov. 15 as Senate and House Democrats presented an $887-million, three-year aid package for Poland and Hungary. Democratic leaders of both chambers dismissed President Bush’s $219-million package of initiatives in Eastern Europe as a “grossly inadequate” response to a historic opportunity to bolster democracy and free enterprise in the region. They spelled out a legislative program--with a potential total value of more than $3.7 billion--composed of loans from international financial institutions, direct American aid and loans and a five-year halt in Polish payments on its U.S. bank debt.
