The City Council took a step toward the creation of a cultural center with two theaters and a visual arts facility Monday, approving a site west of City Hall for the complex.
A feasibility study by Harrison Price Co. concluded that there are no professional theaters in a 10-mile radius of City Hall, and financial support from the city would probably be necessary to operate a cultural center.
The report estimated construction costs of $21 million to $30 million for a 1,200- to 1,800-seat theater, and $3.3 million to $4.2 million for 250 to 400 seats.
The council also authorized spending $7,000 to conduct a more detailed telephone preference survey of residents in the West Covina area to gauge how much the center would be patronized.
