In July the number of permits issued for multifamily housing units dropped to its lowest point since February. The 476 permits brought the seven-month total to 5,197, lowest of any of the last four years. That number is, for example, 34% below the comparable number for last year, 55% below 1987 and 46% below 1986.

By far the largest decrease this year has occurred in the uinincorporated areas, with the cities of Costa Mesa and Tustin also registering big drops. Among the cities with more permits this year, only Fullerton’s increase is notable.
