Mortgage Rates Down: Fixed-rate home mortgages are currently averaging 9.95%, according to a national survey by the Federal Home Loan Mortgage Corp. That rate was down from 10.1% the previous week. On one-year adjustable rate mortgages, lenders were asking an average initial rate of 8.6%, up from 8.72% the week before.
