Navy to Commission New Nuclear Attack Sub

WASHINGTON —
The 6,900-ton nuclear attack submarine Topeka, the third Navy vessel to carry the name of the Kansas capital city, will be commissioned today at Groton, Conn., the Navy announced Friday.
