Burbank-based World Title Co. has made two announcements: Michael G. Biales, a founder and board member of World Title Co., has been appointed first vice president and director of sales, and Milt Baker, a senior vice president, has been given new responsibilities as manager of corporate sales.

Consultants

Clifford Mensch has been promoted to senior vice president of Jackson & Parent, headquartered in San Diego. The firm consults with new-home developers on marketing, financing, pricing evaluation and on-site sales.

Brokers

Robert H. S. Kirkpatrick has been named president of Rancon Real Estate Corp., an affiliate of Rancon Financial Corp. Kirkpatrick’s responsibilities will include the operation of the firm’s three offices in Rancho California, plus offices in La Jolla, Sun City, Perris and Rancho Bernardo.

Grubb & Ellis Residential Brokerage Services’ Irvine offices have a new senior vice president and district manager: Robert W. Horton. He will assume overall management responsibilities for the two Irvine locations.

David B. Travis has joined the Irvine office of Scher-Voit Commercial Brokerage Co. as associate vice president. Travis comes to the firm from Iliff, Thorn & Co. where he just completed a large land transaction next to the Irvine Spectrum.

ACCOLADES: Cecelia Waeschle, a real estate broker with Rodeo Realty in Beverly Hills, will be honored Tuesday by The Mary and Joseph League, a nondenominational, nonprofit charitable organization based in Palos Verdes. The award, which will be presented at a luncheon in the Beverly Hilton Hotel, recognizes Waeschle’s humanitarian contributions, particularly for the homeless.

Mortgage Firms

Metmor Financial Inc. has added Thomas W. Kimball as vice president and manager, and Martin J. Meagher, as vice president, to its staff at the firm’s San Diego-based income and property finance office.

Builders/Developers

Janice K. Galletly, Jeffrey N. Trenton and Walter Rakowich of the San Gabriel Valley, San Bernardino County and South Bay offices of Trammell Crow Co., respectively, have been named partners of the company.

Los Angeles-based Calmark Development Corp. has promoted two divisional executives to the title of president. The firm has spun off its multifamily residential development division into a new company to be known as Calmark Multi-Homes, Inc. and Michael A. Costa has been named its president. In addition, Tom Crockett has been promoted to president of Calmark Realty Management, Inc.

Sharon A. Bolton has been appointed vice president of Dartmouth Development Co., a newly formed Del Mar-based firm. In her position, Bolton will be responsible for marketing and sales. She comes from Oakridge American Co., where, as vice president, she managed the sale of more than 16,000 acres, including the Oakridge project in Rancho California.

Kevin T. Hanson has stepped into the position of regional vice president, Southern California at Rancho California-based Bedford Properties. Hanson’s responsibilities will encompass all the company’s projects in the Southland, plus Arizona and Colorado.

Birdie Francis has been promoted to vice president and corporate marketing manager of Glenfed Development Corp.’s home building division. Based in Glendale, Francis will be in charge of corporate and external advertising, as well as public relations.

Barratt has announced three staff changes: Gregory Becker has been named president of Barratt American’s newly formed Los Angeles division, Judy Miller has been named vice president of administration of Irvine-based Barratt American, and Mark Pagels has been made director of construction of Barratt San Diego. The Los Angeles division will include Los Angeles, Ventura and San Bernardino counties.

Rory Chakeen has joined Odmark & Thelan in San Diego as vice president of property acquisition. Chakeen will focus on joint venture and redevelopment opportunities throughout San Diego County.

Leisure Technology, Oceanside, has made two promotions in its Southern California division: Donna Wilson, vice president of sales and William T. Stewart, vice president of construction. Wilson will be in charge of mortgage financing, new homes sales and escrow processing for Leisure Village Ocean Hills, Montara Ocean Hills and Tempo, plus the operation of Ocean Hills Realty. Stewart will oversee the company’s construction projects in San Diego County.

Marion Kiesling has been promoted to vice president of sales and marketing at Griffin Homes, a company building in the Southland since 1903. Its corporate offices are located in Calabasas.

H. Pike Oliver has been appointed vice president and manager of planning and processing for the Southern California division of Southwest Diversified, Inc., headquartered in Irvine. Oliver will concentrate on establishing governmental entitlements for its projects in Los Angeles, Orange and San Diego counties.

James Q. Ashton has been named vice president of leasing at Crossroads Development. Ashton will be responsible for leasing 16 shopping centers throughout the Southland.

Watt Pacific, Inc. in Santa Monica, has promoted Thomas Dee to vice president of land development and Dennis Liebl to vice president, controller. Dee will handle all aspects of land planning and act as the firm’s liaison to city and county agencies and municipalities. Liebl will be in charge of all financial activities.

Bessie Panos has moved up to the position of chief financial officer at C. W. Driver Contractors. The Los Angeles construction firm has been serving the area for 70 years.

Marlborough Development Corp. has promoted Dorian Johnson and Emile Haddad to new positions at the company’s headquarters in Century City. Johnson will be manager of land development and Haddad has been named director of engineering.

ACCOLADES: Ernest W. Hahn, chairman of the board of the Hahn Co., has been appointed president of the Washington, D.C.-based Urban Land Foundation. The organization’s purpose is to promote and support education and research relating to land use planning and real estate development.
