WORLD : Peru Under State of Emergency

The government placed the capital and the port of Callao under a 30-day state of emergency today, restricting civil rights and giving the military broad powers to fight leftist insurgents, an official newspaper reported.

The move came less than three weeks before municipal elections scheduled for Nov. 12, which Maoist Shining Path guerrillas are trying to sabotage through a campaign of terror and assassinations.

The government also extended state of emergency restrictions in the Andean province of Yauyos in the department of Lima, the official government newspaper El Peruano reported.
