A former gunnery officer aboard the battleship Iowa who permitted sailors to conduct unauthorized experiments with the vessel’s 16-inch guns has been issued a letter of reprimand, Navy officials announced in Norfolk, Va. The punishment was imposed on Lt. Cmdr. Kenneth M. Costigan Sr. at an administrative hearing stemming from the explosion in one of the ship’s gun turrets last April.
