STRATEGY: Supporters of Measure M, the half-cent transportation tax (A1), are mailing out more than 25,000 absentee ballots. . . . With fewer polling places open and just a few issues on the Nov. 7 ballot, mail-in votes will be decisive, Measure M campaign chairman Bruce Nestande predicted. . . .
