STRATEGY: Supporters of Measure M, the half-cent transportation tax (A1), are mailing out more than 25,000 absentee ballots. . . . With fewer polling places open and just a few issues on the Nov. 7 ballot, mail-in votes will be decisive, Measure M campaign chairman Bruce Nestande predicted. . . . Measure M foe Jerry Yudelson called Nestande’s drive “counter-productive,” saying the typical absentee voter is a tax-hating Republican. . . . The debate will end early on election night: Absentee ballots will be counted first--shortly after 8 p.m.
