Simmons Proposes Georgia Gulf Takeover: Texas investor Harold C. Simmons offered $50 a share, or $1.3 billion, for Georgia Gulf Corp. after a four-month courtship of the Atlanta-based chemicals producer. The investor has tried to force the company to take measures to boost its stock price since late August, when he proposed a merger or other transaction worth at least $55 a share. He first took a stake in the company in late June. Simmons gave no reason for lowering his earlier bid.
